The Steven Bailey Foundation is committed to administering its charitable programs, educational opportunities, scholarships, volunteer activities, employment practices, and other services with dignity, fairness, impartiality, and respect.
The Foundation does not unlawfully discriminate against any individual on the basis of race, color, national origin, ancestry, ethnicity, religion, religious creed, sex, gender, gender identity, gender expression, sexual orientation, marital status, age, disability, medical condition, genetic information, military or veteran status, citizenship or immigration status where protected by law, or any other characteristic protected by applicable federal, state, or local law.
Charitable Program Eligibility
The Foundation’s commitment to nondiscrimination does not prevent it from establishing legitimate eligibility requirements for its charitable programs.
Program decisions may lawfully consider factors reasonably related to the Foundation’s charitable mission, available resources, and the particular program involved. Such factors may include:
- Financial hardship or demonstrated need
- Health or safety concerns
- Household vulnerability
- Age or educational status where relevant to a particular program
- Property ownership, occupancy, or residency requirements
- Geographic service limitations
- Nature and severity of a plumbing or home-services condition
- Availability of qualified contractors, volunteers, or other resources
- Program-specific eligibility requirements
- Available funding
- Program capacity
- Application completeness
- Scholarship qualifications
- Anticipated charitable impact
- Safety, licensing, permitting, insurance, or legal limitations
The lawful use of legitimate charitable eligibility criteria does not constitute discrimination merely because all applicants do not receive identical outcomes.
No Guarantee of Assistance
Submitting an application or meeting basic eligibility requirements does not guarantee approval, assistance, funding, services, a scholarship, volunteer placement, employment, or any other Foundation benefit.
The Foundation may prioritize applicants based on legitimate mission-related considerations, including urgency, hardship, safety, available resources, program capacity, and anticipated charitable impact.
The Foundation may also decline, defer, modify, or discontinue assistance when a requested project is outside the Foundation’s mission, outside its geographic service area, beyond available resources, unsafe, unlawful, impractical, or otherwise inappropriate for the applicable program.
Equal Treatment in Application Review
Applications will be evaluated using the standards and procedures established for the applicable Foundation program.
Foundation personnel, volunteers, contractors, committee members, and other individuals involved in applicant review are expected to make decisions based on legitimate program criteria rather than personal prejudice, favoritism, retaliation, or unlawful discriminatory considerations.
Personal relationships, commercial relationships, political influence, donations, or other improper considerations should not determine eligibility for charitable assistance.
Scholarships and Educational Programs
Scholarship and educational-program decisions may consider lawful criteria reasonably related to the purpose of the applicable program.
Such criteria may include academic achievement, educational goals, financial need, community involvement, personal circumstances, residency, application quality, program requirements, or other factors established by the Foundation.
Where a scholarship or educational program is lawfully designed to benefit a particular population or address a specific charitable need, the Foundation may apply eligibility criteria consistent with that lawful charitable purpose.
Plumbing and Home-Services Assistance
Requests for plumbing or essential home-services assistance may be evaluated based on factors including financial hardship, condition severity, health and safety concerns, property circumstances, household vulnerability, geographic location, available funding, availability of licensed professionals, permitting requirements, project feasibility, and available program resources.
The Foundation may prioritize emergency or health-and-safety-related conditions over cosmetic, elective, preventative, or lower-priority work when doing so is consistent with the Foundation’s charitable mission.
Persons with Disabilities
The Foundation seeks to provide reasonable access to its programs, website, application processes, and activities for individuals with disabilities in accordance with applicable law.
Individuals who require a reasonable accommodation to access Foundation information, complete an application, participate in a program, or communicate with the Foundation are encouraged to contact the Foundation.
The Foundation will evaluate accommodation requests individually and make reasonable efforts to provide appropriate assistance where required and practicable.

Limited English Proficiency
Where reasonably practicable and appropriate to the applicable program, the Foundation may attempt to assist individuals who have difficulty communicating in English.
The availability of translation or interpretation assistance may depend on program resources, personnel, technology, and the nature of the communication involved.
Volunteers and Employment
The Foundation is committed to administering volunteer and employment opportunities in accordance with applicable nondiscrimination laws.
Volunteer or employment decisions may lawfully consider qualifications, experience, licensing, certifications, background requirements, driving qualifications, availability, safety requirements, ability to perform essential duties, and other legitimate considerations relevant to the position.
Nothing in this statement guarantees a volunteer placement, interview, employment offer, or continued participation.
Harassment and Retaliation
The Foundation does not tolerate unlawful harassment, discrimination, intimidation, or retaliation in connection with its programs or activities.
No individual should be denied Foundation consideration or subjected to adverse treatment because the individual, in good faith:
- Raised a discrimination concern
- Requested a reasonable accommodation
- Reported suspected unlawful conduct
- Participated in an investigation
- Exercised a right protected by applicable law
Knowingly false or malicious accusations may themselves be addressed under applicable Foundation policies.
Religious and Political Neutrality
The Foundation does not require applicants to adopt, support, or participate in a particular religious or political belief as a condition of receiving charitable assistance unless a particular activity is lawfully structured in a manner that permits such consideration.
Charitable assistance is not conditioned upon political support, campaign activity, religious participation, or membership in a particular organization.
The Foundation does not use charitable programs to endorse or oppose candidates for public office.
Donors and Commercial Relationships
Making a donation to the Steven Bailey Foundation does not provide preferential access to assistance, scholarships, services, employment, volunteer opportunities, or other Foundation benefits.
Likewise, purchasing services from Steven Bailey Plumbing & Rooter, Bailey Mechanical, or another separately operated commercial business does not improve eligibility for Foundation assistance.
Charitable eligibility decisions are made independently according to applicable Foundation program criteria.
Complaints and Concerns
An individual who believes they have been subjected to unlawful discrimination, harassment, retaliation, or denial of reasonable access in connection with a Foundation program may submit a written concern to the Foundation.
The Foundation may review the circumstances, request additional information, consult appropriate advisors, and take corrective action when warranted.
Submitting a complaint does not guarantee a particular outcome, but good-faith complaints will not be rejected merely because they question a Foundation decision.
Compliance With Law
This statement is intended to reflect the Foundation’s commitment to lawful and equitable administration of its programs.
Nothing in this statement is intended to create rights beyond those required by applicable law or to prevent the Foundation from applying lawful, mission-related eligibility criteria.
If a provision of this statement conflicts with a mandatory legal requirement, the applicable legal requirement will control.
Changes to This Statement
The Steven Bailey Foundation may revise this Non-Discrimination Statement as its programs, legal requirements, or organizational practices change.
The current version will be posted on the Foundation’s website with an updated effective date.
