Plumbing and Essential-Services Assistance
Information submitted through a plumbing or home-services assistance application is used to evaluate possible charitable assistance.
Submission of an application does not create a customer relationship, contractor relationship, service agreement, warranty, work authorization, or obligation to perform work.
No plumbing, construction, repair, inspection, diagnostic, or other professional service is authorized until the Foundation or an authorized service provider expressly agrees to provide the service.
The Foundation may require additional evaluation, documentation, photographs, property access, ownership or occupancy verification, permits, inspections, contractor participation, or other conditions before assistance can be approved or performed.
The Foundation may decline assistance when conditions are unsafe, outside the scope of an available contractor’s license, beyond available funding, structurally unsuitable, legally prohibited, outside the Foundation’s service area, or otherwise impractical.
Emergency Situations
The Steven Bailey Foundation is not an emergency service.
Do not rely on this website, an application form, email, voicemail, or Foundation communication for an emergency involving fire, gas leaks, flooding, sewage exposure, electrical hazards, structural collapse, immediate threats to health or safety, or other urgent conditions.
In an emergency, contact 911, the appropriate utility provider, local emergency services, your property owner or manager when applicable, or a qualified emergency contractor.
Submitting an online request does not guarantee that it will be reviewed immediately.

The Foundation reserves the right to establish and modify scholarship eligibility requirements, application periods, award amounts, selection criteria, deadlines, documentation requirements, and the number of scholarships awarded.
Applications may be evaluated based on criteria established by the Foundation, which may include academic performance, financial need, community involvement, personal circumstances, educational goals, completeness of application, residency, and other mission-consistent considerations.
Scholarship decisions are final unless the Foundation elects to reconsider a decision.
The Foundation may cancel, postpone, modify, or decline to award a scholarship if sufficient qualified applications are not received, funding becomes unavailable, a program is discontinued, or other circumstances make an award impractical.
Applicant Accuracy and Verification
